The endangered butterfly’s population during summer 2010 was estimated at 111,562 to 116,474, a 30 percent increase from the previous year, said Richard Arnold, an entomologist hired by LAX.

“The present count has increased remarkably from the fewer than 500 El Segundo blue butterflies that existed in 1976 when it became the first insect to be listed as a federal endangered species,” said Robert Freeman, environmental services manager at LAX.

January 21st, 2011

Just hours after El Segundo police responded to a home where a woman had been wounded with a knife, officers returned to the same residence Wednesday night when a man allegedly tried to strangle another woman.

Police said multiple couples live in the home in the 800 block of Virginia Street.

While responding to the first call about 5 p.m., police found a woman with a puncture wound to her upper torso. The incident initially was reported as a suicide, but officers arrested Robert Bruce Parsons, 46, suspecting he stabbed the woman, police Lt. Raymond Garcia said.

The Beach Reporter – Council postpones setting election date for fire department vote

January 20th, 2011

by Jennifer Evans

The El Segundo City Council postponed deciding on when to hold an election that will ask voters if they want to annex the city’s fire department to Los Angeles County or keep local control.

Although the city council voted against annexing the fire department a few months ago, a petition circulated by the city’s firefighters garnered enough signatures to place the issue on an upcoming ballot.

More than 2,000 signatures were collected and submitted Nov. 10, 2010, to the city clerk’s office by El Segundo firefighter and resident Bryan Partlow.

Since then, the Los Angeles County Registrar has officially verified the signatures. The verification was done by taking a random sampling of 500 signatures, in which the county deemed 451 valid, giving the petition a 90.2 percent validation rate.

The Beach Reporter – Trash fee proposal canned

January 20th, 2011

by Jennifer Evans

El Segundo city officials dumped the city’s plan to charge residents for trash pickup earlier rather than later.

El Segundo City Clerk Cindy Mortesen reported that the city had received 1,850 protest ballots by the Jan. 18 deadline, 400 more ballots than required for an official protest. It would take an estimated week for Mortesen to open and verify each protest ballot, a process that she is now not required to do.

Ironically, City Councilman Don Brann, who had initiated the proposal to charge residents for their trash pick-up, a service which has always been free, made a motion to skip the verifying of the ballots and deem the protest mail-ins valid without taking the extra time to open and count them.

City council members Susan Fuentes and Carl Jacobson supported Brann’s motion.

Despite the city council’s efforts to market the proposed trash fee as a new expense that would both benefit the city as well as improve garbage service, residents were not in favor of it.

The Beach Reporter – Petition folding El Segundo Fire into LAFD deemed sufficient for further action

January 7th, 2011

An initiative petition proposing to fold the El Segundo Fire Department into Los Angeles County fire operations has been deemed “sufficient” for the ballot.

City firefighter and resident Bryan Partlow in November submitted a 409-page petition to the City Clerk’s Office calling for a vote on the issue. In August, the City Council essentially shelved plans for a merger – even though it had backing from the firefighters’ union, Fire Chief Kevin Smith and other city employees who believed it would save money and improve the department from a safety standpoint.

The petition with 2,260 signatures was then turned over to the Los Angeles County Registrar-Recorder’s Office for review.

Suspect Arrested for Fraud and Stealing Funds from Elderly Victim

January 5th, 2011

Lydia Ann Pacheco, 51

On December 22, 2010 at 10:22 am, El Segundo Police Detectives arrested Redondo Beach resident Lydia Ann Pacheco, 51, for fraud and deceptively stealing approximately sixteen-thousand dollars from an 86 year-old retired school teacher.

The victim was referred to Pacheco by a fellow church member in 2009, to supplement the care she receives from licensed caretakers. During this period, Pacheco modified legal documents and drained the victim’s bank account.

Because Pacheco was referred and acting as a caretaker, it is believed she may have victimized other elderly church parishioners, who live in the South Bay area.

El Segundo Police Detective Vince Martinez (310-524-2263) would like to hear from anyone who has employed Lydia Ann Pacheco in a caretaking capacity.

EL SEGUNDO UPDATES THEIR EMERGENCY NOTIFCATION SYSTEM FOR CITIZENS AND BUSINESSES

January 5th, 2011

Here’s a press release from the city:

City Officials Urge Citizens to Update Their Contact Information in the Everbridge Aware™ Emergency Notification System

El Segundo, Calif. – January 5, 2011 – The City of El Segundo, CA, announced their switch from a previous notification system to what is being called “ALERT El Segundo”– one more way to protect, connect and inform citizens during critical events. By implementing the Everbridge Aware™ system, city officials, first responders, emergency personnel and agencies can now quickly and efficiently connect with businesses and the more than 16,000 citizens that reside in El Segundo. Alerts can be delivered anytime, anywhere, instantly across multiple communication devices—including cell phone, home phone, email, text messaging, fax, pager, PDA and more.

“We’ve had the system in place for more than one year and have successfully utilized it for a few situations, including shelter-in-place and police activity. It can also be used for inclement weather, emergency road closures, fires and more,” said Jeff Robinson, Emergency Management Coordinator, El Segundo Fire Department. “To get the most benefit from having such a comprehensive alerting system, we need all of our citizens to get involved. This system uses 9-1-1 data from registered landline telephones as a basis to contact residents, but does not include cell phones, IP phones, faxes, e-mails or SMS text contact numbers. To register these additional ways to be notified, citizens and businesses can go to the El Segundo web site (www.elsegundo.org), and click on the “ALERT El Segundo” button. There they can register their most recent contact information, and the priority order they prefer to be contacted. If we can’t reach our citizens, it limits our ability to provide them with crucial information to help keep them safe during a crisis.”

The system is based on a highly secure and reliable software-as-a-service (SaaS) technology that ensures it will work when other forms of communication aren’t viable. Additionally, this ensures that city officials, first responders and emergency personnel can get messages to recipients in a matter of minutes and seconds that can mean the difference between life and death.

All El Segundo Citizens and Businesses are encouraged to update their contact information as soon as possible.

Seniors, Don’t Be Scammed!

January 5th, 2011

The El Segundo Police Department and Recreation & Parks Department will be hosting an educational presentation to inform the community of scams that thieves use to steal from unsuspecting victims.

Criminals use tricks and fraudulent representations to commit these thefts and often target senior citizens. These crimes can result in substantial financial and emotional losses to the victims but they can be prevented. Schemes such as the “Pigeon Drop” and different types of distraction thefts will be explained so citizens can protect themselves from these crimes.

Officers will discuss an actual case on how an entrusted caretaker was able to take advantage of a senior citizen and steal over $16,000.00.

The presentation will be held on January 18, 2011, 10:30am -11:30 am, at the El Segundo Joslyn Center located at 339 Sheldon Street in the City of El Segundo. A flyer for the class can be obtained at http://www.elsegundo.org/depts/police/ in the Crime Prevention section.

The Beach Reporter – State of the City – The year in review

December 24th, 2010

by Eric Busch, Mayor of El Segundo

This has been an interesting year for El Segundo. These are obviously tough economic times throughout the nation. The challenges the City of El Segundo is facing are being addressed in varying degrees by all cities in the United States, although we have fared better than many cities. So, this is a time of year to reflect and be thankful for the blessings in our lives. In that vein, let’s review the year as seen through El Segundo’s lens:

Our city saw improvements in our older facilities, including a new fire station, a community garden, and an improved softball facility. We also made plans for new facilities. Our schools began modernizing the high school auditorium and athletic facilities, the final piece to accomplish after improving all our classrooms. Our student athletes and their teams brought recognition to El Segundo in numerous CIF and other play-off appearances, including our water polo, volleyball, swimming, basketball, tennis and baseball teams of many different ages. However, we lost a local hero, John Stevenson, a record-breaking coach and teacher who helped many generations of boys become men, and in doing so changed a town.

In April, El Segundo held a council election, where we thanked former Mayor Kelly McDowell for his many years of service, welcomed council member Suzanne Fuentes, and appointed a new Mayor. The City also voted to index our business license tax, so this valuable source of funding will not continue to dwindle over time. And in November, the city voted down a business-proposed 1% utility tax increase and will likely vote down, in January according to early returns, the imposition of a fee for collecting trash.
