A divided El Segundo City Council has approved a 33,000- square-foot facility on the west side of town where new military recruits would receive medical and written examinations.

Despite a handful of complaints that the Grand Avenue building would be too close to homes, increase armed services recruitment in schools and unleash youth into the community during their last nights as civilians, the council signed off on the development Tuesday in a 3-1 vote.

“These are recruits who have made a decision to better themselves and serve their country,” Councilman Eric Busch said. “Why wouldn’t we want them here? These are exactly the kind of people we want in our neighborhood.”

The privately built, government-leased Military Entrance Processing Station would bring up to 200 young recruits daily to the city for medical, psychological and intellectual assessments, said Lt. Col. Dave Philips, the facility’s commander.

The youth – aspiring to join all military branches – would be shuttled from a Los Angeles hotel to the facility at 1700 Grand Ave., about a block west of bustling Sepulveda Boulevard, he said.

An entity of South Bay developer Mar Ventures, which backed the large-scale shopping center Plaza El Segundo, will build the processing station and lease it to the Department of Defense for 15 years, President Allan Mackenzie said.

Because a government facility would not pay the city a business license tax that would be required of any other establishment, Mackenzie sweetened the proposal by offering El Segundo $500,000 to make up the difference.

“We believe that more than compensates for the loss of business license tax,” he told the council.

Developers believe the project is a good fit for El Segundo, which historically has enjoyed a close relationship with the military as home of the Los Angeles Air Force Base and a handful of large aerospace companies.

“(This project) continues your support of the military – this is a critical project for them,” Mackenzie said.

But some residents worried its presence, especially adjacent a largely residential area, would bring the military too close to home.

Others feared the facility would be a target for terrorism or increase recruitment activity in the city’s schools.

“(The facility) is opening up further militarism of the west side of town,” said Jennifer Rosen, an Acacia Avenue resident.

But the majority of the dozen or so speakers Tuesday at the packed meeting, which spilled out into a City Hall lobby filled with folding chairs, supported the project.

Many spoke of the city’s patriotic duty to support military recruits, especially in light of the jobs, money and other benefits the city has enjoyed through its relationship with the armed services.

“If men and women who don’t even know us are willing to step up and fight for our freedom, I think we should line up to shake their hands,” said resident Don McIlroy. “We should accommodate them the best we can.”

But not all council members were convinced.

Councilman Carl Jacobson dissented, calling the development’s required zone change “spot zoning.”

Mayor Kelly McDowell also opposed the facility’s location, but abstained from the vote.

According to the developer’s timeline, construction should begin in September with occupancy of the facility by July 2009.

Two years after El Segundo voters shot down a school district bond measure partially pitched to fund a new pool, the long-debated aquatics issue is surfacing again in town.

With the city’s aging indoor aquatics center in immediate need of almost $700,000 in repairs, the City Council could opt tonight to test the waters for a new public pool.

Built in 1938 as a Works Progress Administration project, El Segundo’s Urho Saari Swim Stadium in the 200 block of Mariposa Avenue boasts two indoor pools heavily used by the community.

But the facility – named after an El Segundo High School swim and water polo coach from the 1940s and ’50s – is in disrepair, despite more than $480,000 spent in fixes over the last decade.

Now its filter and circulation system is failing. A patch on one of the filter tanks is leaking and the surrounding metal is thinning.

Something has to be done, some city officials have concluded.

“We do need more water, more space,” said Councilman Eric Busch. “(Urho Saari) has already started to fall apart. We don’t really have a choice.”

City staffers have recommended the council tonight approve $676,000 in repairs for Urho Saari, which would be closed for about six months, and also invest $30,000 to study the possibility of another pool.

El Segundo has waded in those waters before.

A 2005 study of the city’s aquatics facilities revealed El Segundo could use at least one more pool – a finding that launched a $6 million vision of a 25-meter pool, recreational plunge and water slide, bathhouse and shade structures.

But if the city this time around found enough interest in a new pool and actually moved forward with the project, the facility would be much less grand, Busch said.

Still envisioned for Hilltop Park, at the corner of Maryland Street and Grand Avenue, the pool would be simple, outdoors with no lighting for nighttime use, and incorporate plenty of parking, he said.

Already, voters in 2006 shot down Measure Q, a bond measure pitched by the school district that, among other things, called for two pools near the Main Street high school.

Under the joint-use proposal, the city would have covered the pools’ maintenance and operation costs – then estimated around $240,000.

But two years later, Urho Saari is in worse shape, and the city has now outgrown its aquatics offerings, Busch said.

Busch believed Measure Q failed for several reasons, none of which involved a belief that the city didn’t need another pool.

“I don’t think you can tie Measure Q to `Do we need a new pool or not?”‘ he said. “I think that question has been answered.”

This time around, El Segundo likely would not partner with the school district to fund a new pool.

The city has nearly $2 million available for aquatics needs, and could find another $4 million in infrastructure bank loans, Busch figured.

Depending on the pool’s price tag, the city could make up any balance by a few other means, including hawking the facility’s naming rights like it did with recently constructed soccer fields on the east side of town, he said.

“There’s definitely a shortage of pools in the South Bay, and it’s so ironic because we live right next to the ocean,” Busch said. “So many of our kids and adults go to the ocean, you would think you’d want to make sure you have pool space so people can be taught to swim and perfect the art of swimming and be safe in the water.”

The council will discuss the pool topic at 7tonight at City Hall.

Residential Front and Side Yard Vehicle Parking

Police Department Press Release:

Recently our department has received complaints regarding vehicles parked on the front lawns of residential dwellings. In an effort to educate the public, the El Segundo Police Department has provided this public service notice.

In 1997, the El Segundo City Council enacted a law prohibiting the parking of vehicles on the front and side yards of residences. 8-5-12 of the El Segundo City Code says: “No person shall park or leave standing any unattended vehicle upon a residential property’s front yard or side yard with the exception of the paved driveway portion which is used for the vehicular passageway or parking for the occupants of the property and their guests”.

We are encouraging the residents of our City to respect their neighbors and assist in maintaining the quality of life throughout our community.

The El Segundo Police Department hopes that this notice will assist in reducing the number of these violations. However, any violations of this section may result in the issuance of a parking citation.

An employee who collapsed at Northrop Grumman Corp.’s El Segundo facility while treating parts with a sand blaster has died, the company said Monday.

Stephen Najera, 23, was pronounced dead at 12:10 a.m. Saturday at the Centinela Freeman Regional Medical Center in Marina del Rey.

The cause of death was undetermined, pending further testing, according to Ed Winter, assistant chief at the Coroner’s Office.

During the evening shift on June 30, the Baldwin Park resident was working inside a grit blast booth, a room that uses a sand blaster to treat parts before they are painted.

“He was found unconscious by fellow employees in the booth, and they began administering CPR,” said Brooks McKinney, a spokesman for Northrop’s El Segundo-based Integrated Systems sector.

The company’s on-site Fire Department responded to the emergency, and took over CPR on Najera. Later, the El Segundo Fire Department responded, and took him to the hospital.
