City Officials Urge Citizens to Update Their Contact Information in the Everbridge Aware™ Emergency Notification System
El Segundo, Calif. – January 5, 2011 – The City of El Segundo, CA, announced their switch from a previous notification system to what is being called “ALERT El Segundo”– one more way to protect, connect and inform citizens during critical events. By implementing the Everbridge Aware™ system, city officials, first responders, emergency personnel and agencies can now quickly and efficiently connect with businesses and the more than 16,000 citizens that reside in El Segundo. Alerts can be delivered anytime, anywhere, instantly across multiple communication devices—including cell phone, home phone, email, text messaging, fax, pager, PDA and more.
“We’ve had the system in place for more than one year and have successfully utilized it for a few situations, including shelter-in-place and police activity. It can also be used for inclement weather, emergency road closures, fires and more,” said Jeff Robinson, Emergency Management Coordinator, El Segundo Fire Department. “To get the most benefit from having such a comprehensive alerting system, we need all of our citizens to get involved. This system uses 9-1-1 data from registered landline telephones as a basis to contact residents, but does not include cell phones, IP phones, faxes, e-mails or SMS text contact numbers. To register these additional ways to be notified, citizens and businesses can go to the El Segundo web site (www.elsegundo.org), and click on the “ALERT El Segundo” button. There they can register their most recent contact information, and the priority order they prefer to be contacted. If we can’t reach our citizens, it limits our ability to provide them with crucial information to help keep them safe during a crisis.”
The system is based on a highly secure and reliable software-as-a-service (SaaS) technology that ensures it will work when other forms of communication aren’t viable. Additionally, this ensures that city officials, first responders and emergency personnel can get messages to recipients in a matter of minutes and seconds that can mean the difference between life and death.
All El Segundo Citizens and Businesses are encouraged to update their contact information as soon as possible.

The Fair Political Practices Commission at its meeting in Sacramento imposed a $10,000 penalty upon El Segundo resident John Dragone, along with a $1,000 fine for the police officers group. Both votes passed 4-0, with one commissioner absent, FPPC spokeswoman Tara Stock said.
Dragone was one of seven candidates, including two incumbents, seeking a council seat in El Segundo’s April 2008 municipal election.
According to FPPC documents, the Committee to Elect John Dragone failed to file five semi-annual campaign statements with the city for reporting periods that spanned April 9, 2008, through June 30, 2010.
A staff report states that the City Clerk’s Office in early 2009 e-mailed Dragone and sent him letters as a reminder of campaign finance statements that were both coming due or were overdue.

On Tuesday, March 9, 2010, the El Segundo Police Department arrested Gino Oneal Sr. and Gino Oneal Jr. for grand theft to a person.

This father-son combination was arrested near the Ralphs market in the 500 block of north Sepulveda Blvd. after staging a traffic accident in an attempt to steal money and credit cards.
The suspects allegedly targeted elderly victims and are suspected of committing this same crime at the Ralphs market on March 5th and March 7th.

Witnesses said the suspects watched the supermarket parking lot and targeted elderly victims who parked their vehicle and then entered the store. Once the person was inside, these suspects backed their car into the victimÄôs parked vehicle causing minor damage. When the victim returned, the suspects would contact the elderly person and inform them of the accident.
During the exchange of information, the suspects presented a fraudulent California identification card and convinced the victim to provide their wallet containing their identification in return. The suspects secretly removed cash and/or credit cards before handing the wallet back to the victim.
At approximately 2:40 pm., patrol officers responded to a call of an accident involving two vehicles at Ralphs. As the officers arrived, they located the suspects driving away from area.
The Oneals were arrested and booked at the El Segundo Police Department for grand theft and are currently being held on related parole holds without bail.

On Thursday, March 4, 2010, El Segundo Police obtained an arrest warrant and arrested 39 year old Jeffrey William Freeman of Westchester in connection with ten indecent exposure incidents that have occurred over the past 14 months targeting adolescent females.
Police Detectives obtained the warrant after an off duty El Segundo officer observed Freeman driving his silver 2008 Infiniti in a suspicious manner near the Richmond Street Elementary School at approximately 7:50 a.m. Follow up investigation resulted in evidence necessary to obtain an arrest warrant for Freeman, and search warrant for his vehicle and residence. Based on evidence obtained during the investigation, detectives believe Freeman is the man responsible for the ten reported incidents of indecent exposure which began in November 2008. The most recent reported occurrences happened in early January of 2010.
The suspect has been consistently described as a white male in his 20Äôs or 30Äôs, approximately 5Äô10Äù to 6Äô2Äù tall, medium to large build with short blond hair. During each incident, the suspect was wearing a t-shirt and athletic ÄúbasketballÄù type shorts. The vehicle utilized in the most recent occurrences was described as a newer model, silver or grey 4-door sedan.
Freeman, who is 6Äô00Äù tall, weighs about 220 pounds, and has blond hair, was arrested at approximately 8:30 p.m. from the Carmel Hotel in Santa Monica. He was booked at the El Segundo Police Department on charges of indecent exposure and possession of a controlled substance. FreemanÄôs bail amount was $360,000 and he was released after posting bond.

The so-called “El Segundo Flasher” has struck for a 10th time, police said Monday.
The man who has repeatedly exposed himself to girls in the city committed a crime Friday afternoon in front of two girls, El Segundo police Sgt. Scott Doukakis said.
The girls were walking at Holly Avenue and Maryland Street when the man called out, “Hey, look at this,” and exposed himself, Doukakis said

The event, one of a number of recent ÄúTax Revolt Tea PartiesÄù held across Southern California, was part of a larger effort by a statewide and national network that is planning rallies for Wednesday, the day federal and state income taxes are due. The rallies are planned as California is gearing up for a special election May 19 that will feature propositions that would extend recent tax hikes to help lawmakers deal with the state’s massive budget crisis.
Among those who showed up at the Hermosa Beach rally were Kande and Lenn Grabiner, who said they own a small ad agency in El Segundo and a day spa in Redondo Beach. With about 30 people on their payroll, the couple said, any taxes levied on them would trickle down to others.
“We already pay enough taxes,” Kande Grabiner said. “Enough is enough.”
They and other protesters were especially critical of California’s Proposition 1A, saying it illustrates big government at its worst.
Proposition 1A would cap state spending while extending billions of dollars in temporary tax hikes for up to two extra years. The measure, along with several others, is aimed at solving California’s budget crisis.

LAX-area powerplant goes ‘green’
New technology at plant will decrease pollution
EL SEGUNDO (CNS) — New high-tech natural gas turbines will be installed at an aging electrical generating station near Los Angeles International Airport, now that its owner has signed an agreement to sell the electricity.
The old power plant in El Segundo was mothballed in 2003, but will be refit with new equipment that will provide power to 400,000 residences and emit 30 percent less air pollution than the plant did when it was operated for decades using older technology, officials said.
Once it is restarted in three years, the NRJ Energy Inc.-owned electrical station will no longer suck in large amounts of seawater as coolant, a process that kills plankton, fish eggs and microscopic organisms, officials said.
Southern California Edison yesterday signed an agreement to buy the NRJ plant’s output for 10 years, company officials announced yesterday. The agreement is subject to approval from state regulators, and Edison said it expects that to be granted.
Natural gas for the electrical generation in California currently comes from pipelines from Texas and Colorado, but two companies are applying for permission to import natural gas in its liquefied form at offshore terminals in Santa Monica Bay and near Oxnard.
The NRJ generating station is a longtime coastal landmark, one of two sets of smokestacks along the beach between LAX and Manhattan Beach. The towers may get torn down as a part of the project.

El Segundo’s NRG power plant has secured a 10-year contract to generate electricity for Southern California Edison – a deal needed to keep a planned modernization project on track.
Without a long-term power agreement, officials with NRG Energy have said the company would have difficulty attracting financial backers to fund the plant’s conversion to a closed-cycle system that no longer uses seawater to cool its turbines.
New Jersey-based NRG instead plans to use air-cooled technology allowing for water and steam to be recycled and recirculated. Two older generating units decommissioned in 2003 will be replaced with new ones that will bring the plant online much faster at peak periods.
And officials say the technology promises to use 30 percent less natural gas and cut down on emissions.
The project has yet to receive approval from the California Energy Commission, but the Edison agreement is a critical step forward, said Jesus Arredondo, director of regulatory and government affairs for NRG’s western region.
“I think this is good news for NRG. It’s great news for the work force that’s there (in El Segundo),” he said. “There will be an impact during construction; obviously there will be more jobs created. … It’s infrastructure that’s vitally needed.”
In a statement Friday, Edison officials said the power purchase agreement with NRG and a handful of other companies comes in response to “state forecasts of inadequate new power plant construction.”
Edison launched a competitive bidding process and eventually made agreements with five developers who have agreed to construct state-of-the-art generating facilities, a news release said.
NRG and Edison officials would not disclose the contract amount, but the deal promises a steady source of revenue for El Segundo.
Mayor Kelly McDowell said city officials learned in a meeting this week with NRG representatives that the plant could bring the tiny beach town an estimated $3 million to $6 million annually in utility-users’ taxes when the contract kicks in.
The agreement, which must be approved by the state Public Utilities Commission, is effective June 1, 2011. It provides Edison with 550megawatts of new generating capacity, or enough to supply power to roughly 400,000 homes.
The plant today is capable of generating 670 megawatts of power, but on average it only runs about 15 percent of the time through a short-term contract with Southern California Edison and at the direction of the state’s Independent System Operator.
The new agreement essentially kills El Segundo’s longtime dream of building a luxury seaside hotel on the plant’s land lining Vista del Mar.
Doubting that the company would secure a new contract, city officials in recent years have investigated rezoning the site for an inn that could generate up to $3 million in steady bed tax revenue each year.
In December 2005, the city devoted more than $260,000 to a preliminary “to-do” list to change the property’s zoning status.
While McDowell said he’d prefer to see a hotel along the city’s strip of shoreline rather than a power plant, he said he also believes NRG will provide a more guaranteed income stream, especially with the economy softening.
“This will represent a stable source of revenue for the city,” the mayor said. “As far as our budget is concerned, this is probably the better use.”
However, part of the power plant’s plans could still allow for a new use along the coastline.
NRG is planning to remove two large tanks sitting on roughly five acres at the southern tip of the site, Arredondo said. There, the company is weighing plans for an office building.
