And Gehry had even designed a new structure for the site - a wooden trellis due for completion in 2009 which bore a striking resemblance to Gehry’s Serpentine Pavilion design and would have connected the two buildings he was due to occupy.

But now the ever vigilant real estate blogging behemoth Curbed has revealed that the plans have been scrapped, although remodelling work on the buildings has gone ahead regardless.

The Beach Reporter - Merging ESFD with county could save $5.5 million

It’s no secret that those who work for the El Segundo Fire Department are among the highest paid city employees in town. With a staff triple the size of its neighboring cities’ departments, the Fire Department alone consumes about 50 percent of the city’s general fund. However, this “extra insurance” has been deemed too costly for the town of 16,000, forcing the Fire Department to research the idea of joining forces with the Los Angeles County Fire Department.

During the June 15 El Segundo City Council meeting, El Segundo Fire Chief Kevin Smith presented a preliminary findings report done by LACFD staff about transitioning El Segundo’s fire services to the Consolidated Fire Protection District of Los Angeles.

According to the findings, the county recommends staffing at 50 percent less than what it is now, suggesting that the department could be adequately run with 12 full-time staff rather than its current 19.

The Beach Reporter - Mayor addresses budget in State of the City

In his first State of the City address, El Segundo Mayor Eric Busch sent a positive message regarding the city’s past and present business growth, environmental efforts and infrastructure. However, he also pointed to a future filled with tough decisions when it comes to keeping the city’s budget balanced in light of an expected $4 million loss in revenue.

“El Segundo is a wonderful place to raise a family, to start a business and to watch a business grow. Over the past year, we have seen much success and progress, which is remarkable in these trying times,” Busch said, opening up his speech during last week’s address. “We see more good things on the horizon and this coming year bodes well for many areas. However, there are serious challenges that must be addressed immediately from our city’s point of view.”

Busch spoke of several new construction projects and occupancy of commercial space, and credited aerospace and defense as a “stand-out sector” in El Segundo. “We’re one of the few markets that had a net positive absorption rate thanks in large part to Northrop Grumman and its takeover of the 101 Continental Building, formerly Xerox Centre” Busch said. “According to CoStar, a commercial real estate information services provider, the Los Angeles office market ended the fourth quarter 2009 with a vacancy rate of 11.5 percent. The South Bay’s office vacancy rate was 13 percent while El Segundo was only at 8.2 percent.”

El Segundo odor most likely was natural in origin - The Daily Breeze

An odor that wafted over El Segundo on Wednesday most likely was caused by a natural ocean condition, a Fire Department spokesman said Thursday.

The El Segundo Fire Department received many complaints about a natural gas odor between 1:30 and 2 p.m., said Steve Tsumura, El Segundo’s environmental-safety manager.

Complaints were called in from the 100 block of Imperial Highway to the 500 block of Sepulveda Boulevard, The odor was particularly strong around Center Street School.

El Segundo flashing suspect pleads not guilty to 15 charges - The Daily Breeze

The suspected El Segundo flasher pleaded not guilty Tuesday to 15 charges, most of which allege he exposed himself to teenage girls.

Jeffrey Freeman, 39, of Westchester was charged last week with 10 misdemeanor counts of child annoyance or molestation for incidents involving 16 teenage girls during a 14-month period.

El Segundo school board issues layoff notices for 20 teachers - The Daily Breeze

The El Segundo school board has authorized issuing layoff notices for 20 teachers, an assistant principal and a counselor.

The decision comes two months after district officials announced they would be forced to reduce staffing numbers by 22 employees to close a $1.5 million budget gap for the 2010-11 fiscal year.

The layoffs come on the heels of stalled contract talks between the El Segundo Unified administration and the El Segundo Teachers Association. Teachers have asked the administration to dip into the district’s budget reserve to preserve jobs. A state mediator is scheduled to meet with both sides next week.

El Segundo man builds boat in backyard for homemade pirate film - The Daily Breeze

Mike Mullen has collections of silver mugs, wooden swords, bottles of fake blood and ragged Elizabethan-style clothing stored in the basement office where he also keeps his war medals and photography awards.

The former Army helicopter gunner now spends his free time being, what he calls, “the crazy guy who made a boat in his backyard” in El Segundo.

Mullen built a pirate ship set and is acting as a director in a “Pirates of the Caribbean”-inspired film starring his daughters and some of their friends.

The Beach Reporter - Eagles become first-time league champs

The El Segundo boys’ volleyball team is league champion for the first time in school history after winning at North Torrance last Thursday in three games, 25-17, 25-22, 25-19. Bobby Romano ended the match with a kill as the No. 1 team in Division IV celebrated as Pioneer League champions.

North Torrance, which handed El Segundo its only loss in league play, needed a victory for a share of the league title. The Eagles won it outright with the victory and headed in the CIF Southern Section playoffs as the No. 1-seeded team in Division IV.

“I can’t ask for more,” said El Segundo head coach Eduardo “Anjinho” Bacil. “(To) share with the ‘Hov’ too, partner, guy who helped me a lot in my early years and have his kid (Hunter) play on the team. It’s a dream come true. My hometown (El Segundo), the place when I first came here, I first lived.”

The Beach Reporter - Hometown Fair to have a beer garden this year

Cluing into what makes people want to stick around a fair for more than just food, games and shopping, El Segundo’s Hometown Fair this year will feature its first beer garden.

A tradition in El Segundo for more than 50 years, the Hometown Fair originally began as a way for the El Segundo High School Associated Student Body to raise money.

Originally staged in the Police Department’s parking lot, today the fair takes place at Library Park located in the 600 block of Main Street. This year it will be Saturday, May 1, from 10 a.m. to 4 p.m. While the fair will feature most of the same, the Kiwanis-sponsored beer garden will be this year’s newest tradition.

“There have never been any negative issues with the Kiwanis-sponsored beer gardens that I can recall,” said Recreation and Parks Supervisor Bob Cummings of other El Segundo beer gardens that the Kiwanis Club has sponsored in town. “It can be a sensitive issue because not everyone agrees we should have one, but it is something that people enjoy and we think it will help keep up the attendance.”

McDowell’s 12-year tenure on El Segundo council ends - The Daily Breeze

El Segundo Mayor Kelly McDowell ended his 12-year run on the City Council on Tuesday night during a meeting filled with commendations, photos and a speech that nearly brought him to tears.

McDowell, 57, likened leaving city government to the way he felt as a 13-year-old giving up his first job on a Fairfax County, Va., horse farm. He said his former boss gave him a piece of advice: “Go out on top, and I’ve tried to do that.”

“It’s time now to turn to new challenges,” said McDowell, who won praise from his colleagues for his efforts to protect the city against airport expansion plans and to spare the Los Angeles Air Force Base from closure.

El Segundo elects Fisher, Fuentes; passes Measures M, N - The Daily Breeze: “El Segundo Councilman Bill Fisher and Planning Commissioner Suzanne Fuentes landed on top Tuesday in a three-way race for two City Council seats.

Fisher, who was appointed to his post four years ago, won his second term on the five-member council with 40.1 percent of the vote, according to final, unofficial returns.

Fuentes followed with 32.4 percent, beating 33-year-old Scott Houston, a customer service manager who serves on the city’s Capital Improvement Program Advisory Committee. Houston came in third with 27.5 percent of the vote with all three precincts reporting and absentee ballots counted.

Fisher - reached Tuesday night at home, where he was awaiting the results with his family - thanked his supporters and said he was eager to move forward.
‘We have a lot of challenges, and I think we’re going to come through this economic downturn just fine, but it’s time to get back to work,’ said the 52-year-old councilman, who owns a local engineering firm.

Fuentes, a lifelong city resident who was making her first run for office, was elated with the results.

‘I’m really appreciative of the voters’ confidence in me,’ said Fuentes, 52, a quality assurance manager for an aerospace company. ‘And I’m so looking forward to working with my council colleagues.’

Fuentes replaces Kelly McDowell, who announced in December that he would not seek a fourth term on the council.

On Tuesday, March 9, 2010, the El Segundo Police Department arrested Gino Oneal Sr. and Gino Oneal Jr. for grand theft to a person.

This father-son combination was arrested near the Ralphs market in the 500 block of north Sepulveda Blvd. after staging a traffic accident in an attempt to steal money and credit cards.

The suspects allegedly targeted elderly victims and are suspected of committing this same crime at the Ralphs market on March 5th and March 7th.

Witnesses said the suspects watched the supermarket parking lot and targeted elderly victims who parked their vehicle and then entered the store. Once the person was inside, these suspects backed their car into the victim’s parked vehicle causing minor damage. When the victim returned, the suspects would contact the elderly person and inform them of the accident.

During the exchange of information, the suspects presented a fraudulent California identification card and convinced the victim to provide their wallet containing their identification in return. The suspects secretly removed cash and/or credit cards before handing the wallet back to the victim.

At approximately 2:40 pm., patrol officers responded to a call of an accident involving two vehicles at Ralphs. As the officers arrived, they located the suspects driving away from area.

The Oneals were arrested and booked at the El Segundo Police Department for grand theft and are currently being held on related parole holds without bail.

On Thursday, March 4, 2010, El Segundo Police obtained an arrest warrant and arrested 39 year old Jeffrey William Freeman of Westchester in connection with ten indecent exposure incidents that have occurred over the past 14 months targeting adolescent females.

Police Detectives obtained the warrant after an off duty El Segundo officer observed Freeman driving his silver 2008 Infiniti in a suspicious manner near the Richmond Street Elementary School at approximately 7:50 a.m. Follow up investigation resulted in evidence necessary to obtain an arrest warrant for Freeman, and search warrant for his vehicle and residence. Based on evidence obtained during the investigation, detectives believe Freeman is the man responsible for the ten reported incidents of indecent exposure which began in November 2008. The most recent reported occurrences happened in early January of 2010.

The suspect has been consistently described as a white male in his 20’s or 30’s, approximately 5’10” to 6’2” tall, medium to large build with short blond hair. During each incident, the suspect was wearing a t-shirt and athletic “basketball” type shorts. The vehicle utilized in the most recent occurrences was described as a newer model, silver or grey 4-door sedan.

Freeman, who is 6’00” tall, weighs about 220 pounds, and has blond hair, was arrested at approximately 8:30 p.m. from the Carmel Hotel in Santa Monica. He was booked at the El Segundo Police Department on charges of indecent exposure and possession of a controlled substance. Freeman’s bail amount was $360,000 and he was released after posting bond.

The Beach Reporter - Council hears grim budget outlook

In reviewing El Segundo’s past and future financial status, El Segundo Director of Finance Deborah Cullen indicated that this year doesn’t look any brighter than last. Cullen, who presented the El Segundo City Council with the 2008-09 year-end results as well as this year’s first-quarter review during the Feb. 16 City Council meeting, started the otherwise grim presentation listing the “challenges and limitations” facing the city.

“There is still double-digit unemployment coupled with low consumer spending,” Cullen noted. “Low investment returns also affect the city’s budget. With no new revenue sources, the city manager is looking at how to control spending.”

Cullen further explained that there are still cost drivers in place, which will continue to affect the city’s finances, such as escalating employee retirement contributions driven by high salaries. “This year, the El Segundo City Council has dedicated $4.5 million for retired employees to cover retirement benefits,” Cullen said, adding that last year it was $4.3 million.

Major revenue sources for the city include property tax, sales tax and electric utility users tax. Police and fire continue to be the highest expenditure to the city, taking up 60 percent of the city’s general fund.

“We ended the 2008-09 fiscal year with a $2.8 million deficit,” Cullen said during her report.

Car Rolls Over In Traffic Accident

The car above ran into a parked car in the 300 block of West Grand Ave. about 1:00pm on Monday afternoon. No one was hurt and everyone walked away. The Eastbound lanes of Grand Ave. were closed for almost an hour while the vehicles were removed.

Dog Poops on Beach, Owner Covers It Up!

There was a hard fought political battle in El Segundo a few years ago over turning El Segundo Beach into a dog beach. The opposition were concerned about dog feces mixing with the sand and causing an unsanitary situation.

The people in favor argued that dog owners were responsible and would clean up after their dogs. Everyone agreed that dogs are great and they are not to blame for anything that their owners do.

This afternoon, this man walked his dog out onto the beach, where the dog excreted a fece into the sand. The owner then walked over and covered the fece up, so it was not visible.

When confronted with concerns about people walking right there on the sand, where the dog fece was, he said “It won’t be there by then.” When asked to clean it up, he refused.

He then got into his light gray, late model, GMC Tahoe Denali with the license plate “W PARKER” and drove away, leaving the dog fece as a gift for the next person.

If you own a dog, please remember that it is illegal to allow the dog onto the sand in any beach in the entire Santa Monica bay.

Please be a responsible dog owner and pick out after your dog, so we don’t have to walk in it.

Friends and family members took turns telling stories and anecdotes about John Stevenson, the El Segundo High School baseball coach who died earlier this month, at a memorial service Saturday.

They talked about his loyalty, his tenacity, his talent for plotting strategies and his notoriety behind the wheel of a car. His son, Eric, held back tears when he talked about the love he felt for his father and the tender moments the two of them shared over the years.

But perhaps the real story was in the audience seated in the auditorium at El Segundo High School, where hundreds of former students and players gathered to say one last farewell to Stevenson, the winningest coach in California history. Many wore blue baseball caps or jerseys of the Eagles, the team he led for so many years.

They were fresh-faced college students in their 20s and gray-haired retirees in their 60s. And they all owed a debt to Stevenson, who died of a heart attack Jan. 11. He was 76.
